2. Contracts & Estimates : Handles bidding for highway and bridge construction or other federally funded projects. These may include fence jobs, crack seals, seal coatings, guardrail, slope and slide repair, median barriers, bridge reconstruction or rehabilitation and highway reconstruction, surfacing, grading and maintenance. The Wyoming Department of Transportation uses the services of consulting engineers, architects, surveyors, environmental consultants, design/build firms and other specialists to perform work supplementing department forces or to provide services that the department is not staffed or equipped to do. Procurement Services: Is responsible for acquiring all materials, supplies, equipment, printing, services, building modifications and new building construction for all branches of WYDOT throughout the state. 8. Abandoned Mine Lands (AML), along with many Cities, Towns and Counties use the WYDOT Pre-qualification list. AML and public officials will determine if a contractors prequalification amount can be changed to perform the work financially. Why Get Pre-Qualified?

11. All persons, firms, co-partnerships, or corporations proposing to bid on any Wyoming Department of Transportation (WYDOT) construction project must first submit a Prequalification Questionnaire (Form PQ-2) available through the WYDOT web site. WYDOT Pre-Qualification System

On the application you need to indicate the Applicant's financial ability, the type of equipment, company organization and officers, and past work experience, and include any pertinent information necessary to accurately assess the Applicant's status. There are over 20 categories that a contractor can become pre-qualified in. WYDOT Pre-Qualification System

17. Approval allows you to request a bid envelope if you are prequalified for the type of work on the project & you have a sufficient prequalification amount. The Prequalification Form once approved does not approve a contractor to bid on projects (building) let through the WYDOT Procurement office or the WYDOT Engineering Services office. 18. Prequalification may be denied or revoked if the applicant: A) Is declared in default while qualified in accordance with the applicable provisions of any contract issued by WYDOT. B) Has been determined to have made false, deceptive, or fraudulent statements during the prequalification process. C) Has been and is currently under debarment or restricted from bidding by another government agency because of criminal acts or serious breach of contract. WYDOT Pre-Qualification System

19. D) Has been disqualified for substantial reasons by another governmental agency. E) Has attempted to or has influenced WYDOT policy through gratuities or gifts to, or by employing WYDOT personnel. F) Has, while qualified, demonstrated an inability to meet WYDOT requirements for specifications and contracts. WYDOT Pre-Qualification System

20. Upon receipt of the Prequalification Questionnaire, the Prequalification Officer examines and verifies the information submitted. Incomplete forms will be returned to the Contractor. Out of date financial statements will not be accepted. Applications may take up to two weeks once all required information has been received. WYDOTs Process

21. A decision regarding the applicants prequalification and rating including the type of work classification is determined after all information has been reviewed. The WYDOT Prequalification Officer will notify the Contractor of their pre-qualification status. WYDOTs Process

22. The Applicant's previous and present job performance will be evaluated by using the WYDOTs contractor performance evaluation system to determine the current prequalification rating. WYDOTs Process

23. The Applicant requesting a Proposal Envelope will be required to submit a Current Work Affidavit (Form E-103) and indicate the total dollar value of all work under contract or subcontract regardless of the contracting agency. The current prequalification will be determined by subtracting the current work remaining to be completed from the Applicant's maximum prequalification rating. WYDOT Bid Envelopes
