  1. FEMA PA PROGRAM CLOSEOUT SPECIALIST Hagerty Consulting, Inc. is a nationally recognized emergency management firm that helps its clients prepare for and recover from disasters. We seek a FEMA Public Assistance (PA) Program Closeout Specialist to work with our New York City (NYC) Hurricane Sandy (Sandy) Closeout Team, based in New York City. JOB DESCRIPTION The goal of our NYC Closeout Team’s work is to help NYC agencies retain maximum eligible Sandy FEMA PA funding at grant closeout. The Closeout Specialist will support this effort by collaborating with the client, Hagerty team members, and representatives from NYC agencies to help the agencies prepare ahead of time for final review and cost reconciliation of their grants at closeout. Job responsibilities will include: Assessing a project’s work status, costs, and supporting documentation against the corresponding grant’s scope of work (SOW) to help Hagerty team members and agencies determine a grant’s readiness for final review and closeout Providing guidance to Hagerty team members and NYC agencies in reconciling a grant’s approved SOW with the agency’s completed SOW, and clearly lining up actual costs with the completed, approved grant SOW Researching the details of written approved grants, contracts, invoices, payment logs, timesheets, purchase orders, procurement and other documentation to help resolve cost inconsistencies in a grant Providing feedback when grant funding adjustments are needed due to duplication of funding, additional scope of work items, or changes in project costs Helping Hagerty team members and NYC agencies monitor that Federal post-award grant compliance requirements are met on issues such as contract procurement, environmental and historic preservation, insurance requirements, and/or adjustments based on SOW changes Utilizing Intuit’s QuickBase software to help monitor cost and SOW information about agency grants through the entire grant life cycle QUALIFICATIONS The ideal candidate will have previous experience with, and a deep understanding of, the FEMA PA Program, including how PA grants are formulated, the various emergency and permanent work categories within the Program, and some of the policy and grant complexities that are typical to large scale disasters like Sandy. Minimum Qualifications and Aptitude Bachelor’s degree required Exceptional research, analytical, and writing skills Strong proficiency with Microsoft Word and Excel Detail oriented in nature with the ability to place details into a broader picture Background and experience in grant management, financial management and/or management consulting Demonstrated ability to clearly communicate with managers, team members, clients, and stakeholders and do so with diplomacy and tact.

Preferred Qualifications Overall understanding of the FEMA PA grant life cycle and the activities conducted by Subgrantee, Grantee, and FEMA PA staff from grant initiation through grant closeout. Experience preparing PA grants for emergency and permanent work projects, performing Quality Assurance/Quality Control evaluations of completed Project Worksheets, and conducting scope of work and costs reconciliations of projects funded by PA grants. Knowledge of PA scope of work and costs requirements for grant closeout and the types of documentation that best demonstrates project compliance with those requirements Familiarity with FEMA’s grant tracking program, Emergency Management Mission Integrated Environment (EMMIE) Familiarity with FEMA in-kind, improved and alternate projects Accounting principles including reporting requirements and procedures related to federal, grants. Ability to develop flow charts, process maps and graphics demonstrating work progress This opportunity is open to candidates that desire either full-time employment with benefits or independent contract work paid at a competitive hourly rate.
