5. CONFIDENTIAL CONFIDENTIAL What We Do Our Mission Develop, deliver and support interoperable traffic infrastructure solutions for public safety, security, transit and traffic management that increase safety, lower costs, improve efficiencies and reduce environmental impact. 5

6. CONFIDENTIAL CONFIDENTIAL What Is EVP? Emergency Vehicle Preemption EVP systems are designed to give emergency response vehicles a green light on their approach to a signalized intersection while providing a red light to conflicting approaches. EVP allows fire trucks and ambulances to intervene in the normal operation of traffic control systems using wireless communications installed on traffic intersections and emergency vehicles. As the emergency vehicle approaches a traffic signal, it is recognized by the traffic signal controller through light, radio waves, or sound. The normal green-yellow-and-red cycle can then be interrupted to change the light to green. - INTELLIGENT TRANSPORTATION SYSTEMS U.S. Department of Transportation 6

7. CONFIDENTIAL CONFIDENTIAL With EVP The Benefits Outweigh The Costs Reduces damage to public and private property caused by accidents and delayed responses to fires, chemical spills, and other hazardous events (flashover). Reduces yearly liability costs due fewer number of vehicle crashes Its just a better way to distribute resources, stated Fire Chief Len Garis of the City of Surrey in British Columbia who initiated a study in spring of 2003 on the effectiveness of preemption systems. Studies show a reduction in response times and improved public and firefighter safety. Reduces congestion. 7

9. CONFIDENTIAL CONFIDENTIAL Words From The Chief The fire service has been evolving over the past 15 to 20 years with technology being one of the biggest reasons, and in this case [preemption] technology is helping to reduce our risks from roadway accidents," Fire Chief Shawn Murray, Hudson, N.H., Fire Department Our department prioritizes investment in vehicle technologies to improve operations. The Opticom System is one of the few technology solutions weve implemented that works for us as advertised and has done so for years. Fire Chief Robert Pudney, Plantation Fire Department 9

10. CONFIDENTIAL CONFIDENTIAL What Is Transit Signal Priority Traffic signal priority is simply the idea of giving special treatment to transit vehicles at signalized intersections. Since transit vehicles can hold many people, giving priority to transit can potentially increase the person throughput of an intersection. Priority Types Passive priority strategy Active priority strategy http://www.fta.dot.gov/research_4359.html 10

15. CONFIDENTIAL CONFIDENTIAL Opticom Infrared System How Does It Work? Equipment mounted on the approaching vehicle broadcasts a secure encoded request to detection equipment at the intersection An Opticom detector at the intersection receives the IR transmission and relays the request to the phase selector. The Opticom Phase Selector validates the request and provides input to the traffic controller, which then provides a green light through normal operations. In a manner that appears natural, the vehicle gains valuable time along the route without hindering overall traffic flow. Benefits: Safe, efficient results for Emergency and transit vehicles Higher level of intersection management and control What is it? An Opticom Priority Control Solution that features Infrared technology to deliver safe, efficient results for emergency service and transit vehicles. 15

16.
