Elaborate the preliminary structure of the report. February- April 2011: preparation of the preliminary version of the report May 2011: third meeting. Discussion of the content of the report June 2011: preparation of the final version of the report July 2011: public presentation of the report (and of the spot) in front of local policy-makers and MEPs.
